Why Ukraine Investigations Require a Different Approach

Ukraine is not the same country it was in 2021. Any investigation firm that presents it that way is giving clients the wrong expectations. The war has changed where people live, which records are accessible, which cities can be worked safely, and what fraud patterns are active right now.

That context shapes every case. A foreign client may arrive with a name, a city, and a question, but the city may no longer be where the person actually lives. In some cases, the area may not be workable for discreet field investigation at all. Getting that framing right at the start saves time, money, and frustration.

The Ukrainian Sources That Actually Matter

Ukraine has invested heavily in digital government infrastructure, and some of that remains useful despite wartime conditions. For foreign-client cases, several sources and institutions often matter.

Diia. Diia is Ukraine’s national digital government platform and is important context for understanding how identity, documents, and citizen services work in Ukraine. Third-party access is limited, so it should not be treated like a database that can simply be searched by an outside investigator. Still, knowing what Diia represents helps determine what can be confirmed directly and what requires alternative verification.

EDR / Unified State Register. Ukraine’s Unified State Register of legal entities is the starting point for many business verification cases. It can help confirm company registration, directors, registered address, and legal status.

State Court Register. Ukraine’s court records are partly digitized and searchable. Civil judgments, enforcement matters, and some case histories may be available for individuals or entities, depending on the case and the record type.

Enforcement and debtor records. Debt enforcement, collection actions, and related state records can be relevant in asset searches, due diligence, and financial-risk reviews. These records are often most useful when layered with business, address, and identity findings.

Cases involving Crimea, occupied Donbas, or other Russian-controlled areas require special handling. Ukrainian records may not fully apply there, and field investigation in those areas is not a standard service. If a case touches occupied territory, it needs to be discussed carefully before any scope or timeline is quoted.

What Ukraine Cases Look Like by City

Ukraine’s geography now defines what is operationally possible. A case in Kyiv is not the same as a case in Kharkiv, and a person claiming to be “in Ukraine” is not enough detail to scope the work responsibly.

Kyiv. The capital is functioning and remains one of the most workable locations for foreign-client investigations. Business verification, partner due diligence, relationship verification, and legal-support matters are all more practical here than in many other regions. Kyiv also produces a high volume of both relationship-fraud concerns and corporate counterparty checks.

Lviv. Western Ukraine has been less directly affected by the war than eastern regions. Lviv is also a hub for internally displaced people, which matters in verification cases. Someone who says they live in Lviv may have moved there recently from another region, and that history can affect what can be confirmed.

Odesa. Odesa has a mixed profile: port activity, business history, travel connections, and relationship cases. It remains operational, but local coordination and timing matter more than they would in a routine Kyiv case.

Kharkiv. Kharkiv is close to the front and requires a direct conversation before scope or timeline is quoted. Some work may be possible. Some work may not be. A responsible investigation firm should say that clearly before taking a case.

Eastern and southern Ukraine / occupied territories. Cases involving Crimea, occupied Donbas, or Russian-controlled areas are not standard field assignments. Discreet work in those areas may be unsafe, impractical, or legally complicated. If the subject moved from one of these areas, or claims to be connected to one, the focus is usually on what can be verified from the Ukrainian side.

Fraud Patterns We Commonly See in Ukraine Cases

Ukraine cases often involve relationship, immigration, location, or business-verification concerns. The details vary, but several patterns come up repeatedly with foreign clients.

K-1 fiancé and relationship verification. Many Western clients, especially Americans, meet Ukrainian women online and later consider travel, financial support, engagement, or a fiancé visa process. At some point, a practical question appears: is this person who they claim to be? Are the family circumstances real? Is there another relationship? Verification before filing paperwork, sending more money, or traveling is usually easier than trying to unwind a problem later.

Military romance scams. Since 2022, more scams have involved someone claiming to be a Ukrainian soldier, military doctor, volunteer, or person trapped by wartime conditions. These cases often involve inconsistent video calls, urgent financial requests, travel excuses, or documents that do not hold up under review. Many of these are organized fraud operations rather than one person acting alone.

Mobilization and location issues. Ukrainian men of military age may be affected by mobilization rules, travel restrictions, or sensitive personal circumstances. Some clients need to verify whether a person is actually in Ukraine, has left the country, or is misrepresenting their location. This needs to be handled carefully, without assumptions.

Displaced-person claims. Some people genuinely have been displaced by the war. Others use displacement as an explanation for missing documents, inconsistent addresses, urgent money requests, or unusual personal circumstances. In many cases, residence history and claimed displacement can be checked, but the scope depends on the region and available information.

What to Bring to the First Conversation

Ukraine investigations move faster when the client arrives with specific information. For relationship cases, useful details include the person’s full name in both Latin and Cyrillic spelling if available, date of birth, claimed city or region, phone numbers, Telegram username, recent photographs, social media profiles, and the specific question you need answered.

Region matters more than many clients realize. Knowing someone is “in Ukraine” is not enough. Knowing they claim to be in Lviv Oblast versus Zaporizhzhia Oblast changes the operational picture entirely.

For business cases, useful details include the company name as registered or claimed, director name, EDR registration number if available, website, contracts, invoices, payment instructions, and what the proposed transaction involves.

What the Report Will Tell You

A finished Ukraine investigation report should identify what was confirmed, what could not be verified and why, what red flags appeared, and where uncertainty remains. Wartime conditions sometimes limit what is accessible, and a good report should document that honestly rather than filling gaps with assumptions.

The report will not decide whether you should trust someone, send money, file a visa petition, travel, or proceed with a deal. That decision is yours. The investigation gives you evidence so you can make that decision with better information.

I met an exceptionally handsome man on a well known dating platform and began to communicate with him via WhatsApp. Over the ensuing week, I received messages, voice notes and phone calls, as well as photos. However, I was suspicious from the start that he was just 'too good to be true'. I used the information I had been given over the course of a week and ran a number of reverse image searches on the photos I had received, but everything came back without a match. But this man seemed to have no social media presence at all and the alarm bells kept ringing. At this point I knew I needed some professional assistance and found Teser on an internet search. I completed their quote form with as much information as I had. The company were amazing. Teser were supportive and understanding. I received details of what they could do to identify this romance scammer and a quote that seemed perfectly reasonable. In just 2 days Teser had clarified that the person I thought I was talking to did not exist and had found out where all the photos sent to me had come from. Throughout the process I dealt with just one senior investigation analyst who was polite, sympathetic and non judgemental If you think there is the potential that you might be being romance scammed, get that person checked out. I promise it will save you a lot of difficulties later on. The price you will pay for an investigation is insignificant compared to what a scammer will take from you.

This was the first time I used a private investigation service so I was a little apprehensive at first, but Teser’s responsiveness and clear communications with me made me feel at ease. Via email, they walked me through the entire process and set clear expectations, which gave me immense peace of mind. Teser did a very professional and diligent work on my case. In particular, I appreciate the late nights, the pictures, speaking with people, and other creative things their local investigators in the Philippines did as part of their surveillance work. The detailed, thorough report they provided was exactly what I needed. It helped me get the answers I was looking for. Hiring Teser was truly the best decision I made. I would highly recommend them to anyone needing a private detective anywhere in the world.

    Frequently Asked Questions

Can you investigate in Ukraine during the war?

Yes, in most areas. Kyiv, Lviv, Odesa, and many other cities remain operationally workable. Kharkiv and areas near the front require a case-by-case assessment before we quote scope or timeline. We do not take cases in Crimea or occupied Donbas — discreet field investigation in those areas is not safely possible.

How long do Ukraine investigations take?

Most background investigations complete within 5–10 business days depending on location, record availability, and the details provided. Cases in areas affected by the war may take longer or require adjusted scope.

What information do I need to start a Ukraine investigation?

For relationship cases: full name in Latin and Cyrillic spelling if available, claimed city or region, date of birth, phone number, Telegram username, and recent photos. Region matters — knowing someone claims to be in Lviv Oblast versus Zaporizhzhia Oblast changes the operational picture. For business cases: company name, director name, EDR registration number if available, and details of the proposed transaction.

How much does a Ukraine investigation cost?

Background investigations in Ukraine generally start at $500 USD. Final pricing depends on scope, location, urgency, and available identifiers.

Are military romance scams really that common from Ukraine?

Yes. Since 2022, scams involving someone posing as a Ukrainian soldier, military doctor, or wartime volunteer have become one of the most common patterns we see. These are typically organized fraud operations, not individual actors. If something feels off, verification is worth doing early.

    Is the investigation confidential?

Yes. All inquiries and findings are handled with strict confidentiality and shared only with the client or their approved representative.
